Ukraine and Qatar have signed a defence cooperation agreement covering joint projects, technology development and investment in missile and drone defence, according to a statement released during a Ukrainian delegation’s visit to Doha.

The agreement marks a deepening of ties between Kyiv and Gulf states as Ukraine seeks to strengthen its air defence capabilities amid continued attacks on its infrastructure. The statement said the deal would include collaboration on expertise sharing and the development of defensive systems, particularly in response to the growing use of missiles and drones in modern warfare.

The visit comes as Ukraine continues to prioritise partnerships aimed at bolstering its defence industry and securing external funding. Kyiv has increasingly turned to international allies to expand domestic production capacity and access advanced technologies, particularly in air defence, where demand has intensified since the start of Russia’s full-scale invasion.

Qatar has in recent years positioned itself as a diplomatic and economic intermediary in several global conflicts, while also expanding its footprint in strategic sectors including defence and security. The agreement with Ukraine reflects Doha’s broader effort to deepen international partnerships and invest in emerging defence technologies.

Missile and drone defence has become a central focus of Ukraine’s military strategy, with Russian strikes relying heavily on aerial attacks targeting energy infrastructure and urban centres. Strengthening these capabilities has been a priority for Kyiv as it seeks to mitigate damage and protect critical assets.

The statement did not disclose financial details of the agreement or specific timelines for implementation, but said it would encompass joint investments and technological co-operation in defence systems.
