Ukrainian drones damaged homes and the industrial zone of Novomoskovsk, home to the Azot chemical plant in Russia's Tula region, overnight on October 28, Governor Dmitry Milyaev said.

Milyaev described a "massive attack" and said falling debris damaged a block of flats, private houses and infrastructure in the adjacent industrial zone, with casualties and the extent of the damage still being clarified, TASS reported. Laboratory teams, including from the consumer watchdog Rospotrebnadzor, were sent to the town and a temporary accommodation centre was opened for residents.

SOURCING NOTE: Milyaev did not name the plant. A fire at the NAK Azot plant, owned by EuroChem, was reported by the Exilenova+ and Supernova+ monitoring channels and by the Astra news channel (1news.az; Obozrevatel); Exilenova+ said the AM-70 ammonia unit had likely caught fire. Neither EuroChem nor Ukraine's military had commented at the time of writing. TASS is named unlinked; its report was seen as republished by Rambler News.

In Lipetsk, the Exilenova+ monitoring channel reported a fire on the premises of Novolipetsk Steel (NLMK) late on October 27 after air defences were engaged, the Kyiv Post reported. Governor Igor Artamonov called reports of a major industrial fire "not true", saying drone debris set fire to a strip of woodland that was contained, and that 45 drones were downed over the region and one person sought medical help, Izvestia reported.

Russia's defence ministry said it destroyed 531 Ukrainian drones between 20:00 on October 27 and 08:00 on October 28 Moscow time over 12 regions and the Moscow region, Moskva 24 reported.

SOURCING NOTE: a defence ministry claim. The regions named were Belgorod, Bryansk, Voronezh, Kaluga, Kursk, Lipetsk, Oryol, Rostov, Ryazan, Smolensk, Tambov and Tula, plus the Moscow region; no breakdown by region was given.

Russia sent one Iskander-M or S-400 ballistic missile, launched from Taganrog, and 88 drones, 38 of them jet-powered, at Ukraine from 18:00 on October 27, the air force said. It said 71 were downed or suppressed, with hits at eight locations and debris at two, Ukrinform reported.

SOURCING NOTE: preliminary air force figures as of 08:00 Kyiv time on October 28, with several drones still in the air. The eight locations were not named and the report seen did not say whether the missile was downed.

Refinery strikes

Nationwide: no new strike on a Russian oil refinery was reported for October 27 or the night of October 27-28 at the time of writing.

Nationwide, capacity: plants reported halted or cut so far in October account for about 14.8 mn tonnes a year, or 5% of Russia's 327 mn tonnes nameplate capacity, by IntelliNews' refinery ledger, and up to 145.8 mn tonnes, or 45%, if halts reported earlier still hold. Deputy Prime Minister Alexander Novak put capacity under repair at about 10% in early September.

EDITION NOTE: no refinery row changed in this edition. The ledger date moved to October 28 and the table was regenerated; the totals are unchanged.

Metal plants hit

Nationwide: no new strike on a Ukrainian steel, iron ore, coke, ferroalloy or non-ferrous plant was reported for October 27 or the night of October 27-28 at the time of writing. The metals ledger is unchanged. The reported fire at Russia's Novolipetsk Steel is covered above.

Belgorod region: one person was killed in the Graivoron district and four were wounded, two of them seriously, in the Korochan and Shebekino districts over the 24 hours to the morning of October 28, Governor Alexander Shuvaev said, adding that 212 drones were downed over the region, Vedomosti reported. A day earlier he reported one woman killed and seven wounded.

Bryansk region, update: a second man, aged 67, died after the drone attacks of October 27, Governor Yegor Kovalchuk said, The Moscow Times reported. The first victim stepped on tube-shaped explosives dropped from a drone, and three blocks of flats and 11 cars were damaged, TASS reported.

EDITION NOTE: the October 27 edition carried one killed and six injured.

Moscow: Mayor Sergei Sobyanin said 16 drones flying at the capital were downed on October 27, as Vladimir Putin attended the Gas Exporting Countries Forum summit in the city, Izvestia reported. Rosaviatsia restricted flights at Vnukovo and allowed Domodedovo and Zhukovsky to operate only by coordination with the authorities, and about 50 flights were delayed or cancelled by 18:23, MSK1 reported. Moscow will restrict mobile internet for three days during Putin's summits, citing security, the Kyiv Post reported.

Voronezh region, update: the toll from the drone attack of October 25-26 rose to three killed and 39 injured, three of them children, with 12 in hospital and three in intensive care, the regional government said, citing the health ministry, Interfax reported.

Ukraine under fire

Nationwide: see the air force figures above. Ukrenergo scheduled hourly power cuts for households and limits for industry from 06:00 to 23:59 on October 28 in some regions "due to massive Russian attacks on energy facilities", LB.ua reported.

Kharkiv: a Russian drone hit a block of flats in the Osnovianskyi district late on October 27, trapping people, and fires broke out in a two-storey industrial building and a house, Mayor Ihor Terekhov and Governor Oleh Syniehubov said. Terekhov reported two people injured, including a four-year-old boy, Ukrinform reported, and the Kyiv Post later put the number injured at four.

Kharkiv region: Russian attacks on the city and 20 settlements damaged a warehouse, a metro station entrance, an administrative building, a civilian enterprise, power lines in Myropillia and Izium, a petrol station and an educational institution in Bohaivka, and injured seven people, Syniehubov said, ATN reported.

Kharkiv region, update: a 12-year-old boy died in a Kyiv hospital on October 26 of wounds from the October 19 drone strike on the park in Nova Vodolaha; his eight-year-old sister was killed at the scene, community head Oleksandr Yesin said, LB.ua reported.

Kyiv, update: Zelenskiy said 16 ballistic missiles and more than 280 drones were launched on the night of October 26-27, UNN reported, calling it "a serious escalation in Russia's operation against our logistics", Ukrainska Pravda reported. Company officials put the cost at under $100,000 a shot, and chief executive Gundbert Scherf said the system would be ready for market in the second half of 2027, Defense News reported.

Air defence: Ukrainian forces intercepted nearly 60% of Russia's Geran-4 jet-powered drones over the past three months, and up to about 80% in some attacks, with F-16, Mirage and MiG-29 fighters playing a significant role, the General Staff said on October 27, Ukrinform reported.

Romania is seeking the extradition of all three suspects, and Russia did not immediately comment.

The ledgers

The running ledgers are kept as six public spreadsheets at permanent addresses. The first three are non-exhaustive, every row is sourced, and where only one side has spoken the row says so. Defence ministry figures are recorded as claims, and in the sabotage ledger attribution is given exactly as the authorities state it and no further. The fourth tracks what has happened to Ukraine's steel, iron ore, coke, ferroalloy and non-ferrous plants since 2021, grouped by owner. The fifth tracks strikes on data centres, telecoms, media and research sites; the sixth tracks refinery strikes.
