Missile War Monitor: Russian strike on Ukraine's Lozova market kills two, DTEK power plant stops generating

A Russian strike on a market in Lozova in Ukraine's Kharkiv region killed two women and injured 34 on October 22, the regional administration said, Zaxid.net reported.
The women were aged 50 and 60. Governor Oleh Syniehubov's first report, at 12:16, gave 11 injured, and the count rose through the afternoon. The market was hit by a Geran drone and a Banderol munition, Suspilne reported.
Russian strikes seriously damaged one of DTEK's thermal power plants and forced it to stop generating electricity, the company said, Ukrinform reported on October 23. DTEK did not name the plant or its region, and said its thermal plants had been attacked more than 230 times since the full-scale invasion.
TIMING NOTE: DTEK's post on X puts the damage down to "several waves of russian strikes on Thursday" (October 22); Censor.net dates the attack to the night of October 23. Not reconciled. DTEK's own statement. Two older pages on a DTEK plant hit on October 22-23 2023 are not this event.
Russia launched 176 drones from 18:00 on October 22, 92 of them jet-powered Shahed-type, and air defences downed or suppressed 140, the air force said, Interfax-Ukraine reported. Drones hit 19 locations and debris fell at 13. The air force reported no missiles.
SOURCING NOTE: air force claim, preliminary as of 08:00 Kyiv time, with 10 drones still in the air. It named neither the hit locations nor the target regions. Decoys (Gerbera, "Parodiya") were not counted separately.
Russia has made about 60 targeted strikes on energy and oil and gas infrastructure since October 19, First Deputy Prime Minister and Energy Minister Denys Shmyhal said, naming the Rivne, Volyn, Khmelnytskyi and Vinnytsia regions and Kyiv's thermal power plants, Obozrevatel reported on October 22. Ukrenergo scheduled hourly outages for one to two queues in some regions on October 23, blaming "massive Russian attacks", Ukrinform reported.
Inside Russia, the Tula, Kaluga and Rostov governors reported drones downed overnight and no casualties. The Russian defence ministry's tally for the night of October 22-23 is not yet reported at the time of writing.

Deputy Prime Minister Alexander Novak put capacity under repair at about 10% in early September.

Made by NPO Molniya of the Tactical Missiles Corporation, it uses a Russian R500 turbojet, HUR said.

Speed of 800 km/h, range of up to 1,200 km and a 50 or 100 kg warhead are Russian-advertised figures cited by HUR and not independently verified. AMK Mapping's claim that Filin was the missile mistaken for Geran-5 drones on October 16 is not confirmed.

SOURCING NOTE: espionage only; no sabotage is alleged. Prosecutors say he had been in contact with Russian intelligence through an intermediary since at least July 2025. Der Spiegel, citing its own sources, says he is 53 and was interested in the Bundeswehr's 45th Tank Brigade.
Germany, update: a defence ministry spokesperson confirmed the Bundeswehr now faces "a significant sabotage threat overall" and that security at military sites will be tightened, Reuters reported.

The ledgers
The running ledgers are kept as six public spreadsheets at permanent addresses. The first three are non-exhaustive, every row is sourced, and where only one side has spoken the row says so. Defence ministry figures are recorded as claims, and in the sabotage ledger attribution is given exactly as the authorities state it and no further. The fourth tracks what has happened to Ukraine's steel, iron ore, coke, ferroalloy and non-ferrous plants since 2021, grouped by owner. The fifth tracks strikes on data centres, telecoms, media and research sites; the sixth tracks refinery strikes.
