Croatia clears spatial planning step for €50bn Pantheon AI data centre

Croatia's Sisak-Moslavina County has begun amending its spatial plan to make room for the planned Pantheon AI data centre project in Topusko, a proposed €50bn investment that aims to develop a 1-gigawatt computing facility, Lider reported.
The project would be among Croatia's largest proposed technology investments, but its €50bn scale and timeline remain subject to further approvals and development work.
The changes will establish planning conditions for the Kampus Topusko AI innovation and development centre and associated energy infrastructure, including a substation, transmission connections, solar power plants and battery storage with combined capacity of more than 20 MW, the county said, according to Lider.
The plan also envisages moving part of county road Ž3228 and allocating land outside the existing settlement construction zone for the data centre.
“The Sisak-Moslavina County is changing the spatial plan for the Pantheon Project and the accompanying energy infrastructure,” the county said.
The county has launched a strategic environmental assessment, including an assessment of the project's impact on the ecological network, as required by Croatia's environmental authorities.
The Pantheon project is backed by Croatian entrepreneur Jako Andabak and US investor Ryan Rich, with Končar Group and international energy company Greenvolt named as key partners.
Construction is currently planned to begin in 2027, with operations targeted for early 2029, although the environmental assessment and other planning procedures could affect the timetable.
The county is also considering provisions allowing exploitation of remaining hydrocarbon reserves within existing fields.
