The US Treasury sanctioned 10 individuals and entities in five countries for procuring drone and missile components for Iran, it said on September 29 in a document seen by IntelliNews.

In its latest action as part of "Operation Economic Outcast", Washington said it targeted a Beijing-based coordinator for Iran's Ministry of Defence and Armed Forces Logistics (MODAFL), Asghar Alizadeh Tabatabai, and two supply chains that fed him.

Two of the three Cavalier Dynamics companies, in Riyadh and Istanbul, were incorporated in 2025, according to the OFAC listings. That suggests the network was still building new third-country channels as the sanctions campaign against Tehran continued.

The first chain runs through Kavoshcom Asia R and D Group, a Tehran company that Treasury says procured electronics for Iran's unmanned aerial vehicle (UAV) and ballistic missile programmes. Its director, Ali Fotowat Ahmady, and its representative, Parisa Lali, were also designated. According to his OFAC entry, Ahmady holds US and Iranian citizenship and was a university professor, IntelliNews investigations found.

Kavoshcom sourced parts through EC Mojo Technology Co Limited of Hong Kong. Li Fen, based in Foshan, China, acted as its representative.

The second chain centres on Waseem Pasha Tajammal, a Rawalpindi-based chairman who Treasury says acted as a third-party intermediary.

Three companies carry the Cavalier Dynamics name the listings said, including Cavalier Dynamics Private Limited in Islamabad, Cavalier Dynamics for Technologies Company in Riyadh and Cavalier Dynamics Teknoloji Ticaret Anonim Sirketi in Istanbul.

"Treasury will not tolerate any support to the regime and will continue to identify, expose, and isolate Iran's enablers," Treasury Secretary Scott Bessent said following the release.

OFAC also amended the listings of Saha Airlines, Russia's Yakovlev design bureau and the shipping company MG-Flot, adding an Iran conventional arms designation to each. The Treasury release gave no reasons for those changes.

Kavoshcom Asia R and D Group was established in Tehran on May 25, 2005, according to its OFAC listing, which links it to MODAFL.
