Moldova’s Deputy Prime Minister for Reintegration Valeriu Chiveri said supporting citizens living in the separatist Transnistria region would be “relatively simple” if the authorities in Tiraspol accept Chisinau’s reintegration proposal, NewsMaker.md reported.

Previously, Chiveri said in December that the Moldovan government was working with the European Union and the United States on a reintegration plan but declined to disclose details, arguing that some issues remain sensitive and that premature disclosure could harm the final outcome.

Chiveri said the proposal envisages the gradual extension of Moldova’s constitutional norms to the left bank of the Dniester and argued that most residents in the region back such a process.

“Supporting our citizens and ensuring the operation of businesses is relatively simple: Tiraspol must accept the reintegration proposal, which gradually extends constitutional norms to the entire country,” he said. “The majority of residents on the left bank [of the Dniester River] support this proposal — they want stability, security and sustainable socioeconomic development.”

Chiveri added that there had been no formal response from the Transnistrian authorities. “We haven’t received any requests, and there’s no such openness yet,” he said.

The Foreign Ministry of the self-proclaimed Pridnestrovian Moldavian Republic rejected the remarks, saying they reflected the Moldovan official’s “obvious disorientation”. In a statement published on its website, the ministry claimed that Chiveri “avoids contact” with the Transnistrian side and accused Chisinau of lacking “substantive proposals on current issues”.

Tiraspol also accused Moldova of blocking the “5+2” international negotiating format, which previously included Moldova and Transnistria as parties, Russia, Ukraine and the OSCE as mediators, and the European Union and the United States as observers. The format has been effectively frozen since Russia launched its full-scale war against Ukraine, with contacts reduced to direct discussions between Chisinau and Tiraspol in a “1+1” format.

In a separate statement, the Transnistrian Foreign Ministry dismissed Chiveri’s claim that a majority of left-bank residents support reintegration, calling it false and urging the Moldovan official “not attempt to speak for the Transnistrian people”.

According to Moldova’s Bureau for Reintegration, more than 360,000 residents of the Transnistrian region held Moldovan citizenship as of early 2025, out of a total population of about 371,000.
