Drones set an oil refinery in Yaroslavl alight overnight, hours after industry sources confirmed that two Rosneft plants hit earlier this month had stopped processing crude altogether.

Yaroslavl region governor Mikhail Yevrayev gave the confirmation himself on 17 September. "A major attack by enemy drones was repelled today. 65 drones have been downed. No deaths or injuries have been reported. An oil refinery was damaged. Fire is being put out," he said, adding that falling fragments had broken windows in several apartment blocks and destroyed vehicles. He named no plant, gave no damage assessment beyond the word "damaged", and his drone figure is a claim rather than a count.

The distinction between a fire and a shutdown has become the whole story of this campaign. For three months Ukrainian drones set Russian refineries burning and Russian refineries went back to work. Now they are not going back to work: Rosneft's Syzran plant in the Samara region stopped processing on 16 September and its Saratov plant stopped a few days earlier, and three of the six refineries that make half of Russia's diesel are either shut or running at a quarter of capacity. That is the point at which a bombing campaign turns into a fuel shortage, and the Leningrad region is already rationing petrol at 30 litres a customer.

Syzran and Saratov stop processing

Three industry sources told the news agency Reuters that Syzran paused operations on 16 September. The plant's CDU-6 crude distillation unit, which the sources put at 71% of its processing capacity, was damaged in the drone strike of the night of 14 to 15 September and needs at least a month to repair. The remaining 29% was already out of service for repairs after an attack in July. Saratov, also Rosneft, had been shut for weeks after earlier strikes and was preparing to restart when it was hit again; it stopped on 11 or 12 September, depending on which account is read.

None of that comes from Rosneft. The company has said nothing about any September strike, and neither have Gazprom, Lukoil, Surgutneftegas or Transneft. The halts rest entirely on unnamed industry sources carried by a wire agency, and the figures should be read as those sources describe them rather than as company disclosure.

The price has moved with the plants. The average American retail diesel price passed its all-time record of $6 a gallon on 10 September and reached $6.27 by 15 September, against $5.85 ten days earlier, on the motoring organisation AAA's figures. Russia has historically supplied about 11% of globally traded diesel and its export ban runs to 30 September. Not everyone accepts the read-across: Alexey Belogoryev, research director at Russia's Institute of Energy and Finance, argues the escalation accounts for only 30% of the increase, with the rest coming from the Gulf. He works for a Russian institute and has an interest in the smaller number, which does not by itself make it wrong.

What can be seen without a company statement is the retail end. The Leningrad region governor Alexander Drozdenko has capped sales at 30 litres per transaction at every filling station in the region until 1 October, rejecting QR codes and coupons as an unnecessary inconvenience and holding the odd-even numberplate system in reserve. Russia has extended its gasoline export ban to the end of 2026 and banned diesel exports outright. Both are the actions of a government managing a shortage rather than a surplus.

The plant in Yaroslavl has burned eight times this year

No Russian official has named the refinery that burned overnight. Yaroslavl has one, Slavneft-YANOS, jointly controlled by Rosneft and Gazprom, and Ukrainian outlets together with the OSINT channel ASTRA, which geolocated eyewitness video of the fire, identify it as the target. Those outlets put its annual crude processing capacity at about 15mn tonnes and rank it among Russia's five largest. The identification and the figures are Ukrainian and open-source, not Russian official, and are carried here as such.

Something else changed on the Russian side of the ledger last night, and it is not a refinery. Ukrainian drones and artillery took down power lines across six districts of the Kursk region. Governor Alexander Khinshtein said about 1,700 customers in the Belovsky district were still without power; damage to a line in the Oboyansky district had cut 53 settlements and more than 13,700 customers, and outages in the Zheleznogorsky and Dmitrievsky districts reached 143 settlements and more than 28,600 customers before backup systems restored them. This monitor has recorded no Ukrainian damage to Russian power distribution until now. It is the mirror image of what Russia has been doing to Ukraine's grid for three winters, at a much smaller scale and in a border region rather than a capital, and it is worth watching for whether it repeats.

If the identification holds, this is at least the eighth fire at the plant in 2026, after 28 March, 26 April, 8 May, 22 May, 6 July, 16 July, 6 August and 28 August. A plant that has been hit eight times and has kept running is the counter-example to the Syzran and Saratov story, and it is worth holding both in view: repeated strikes do not automatically stop a refinery, and the ones that have stopped took months of them.

Ukraine's General Staff had not confirmed the Yaroslavl strike at the time of writing, and beyond Yevrayev's statement and an unconfirmed report of a fire in an aircraft parking area at the Rostov-on-Don military airfield, the Russian side of last night is not yet reported at this hour. It is covered in the 10:00 update.

Russia goes after the trains

The Russian side of the ledger has moved off energy and onto rail. On 15 September a jet-powered Geran drone struck a Ukrainian Railways locomotive at the Yahodyn junction in the Volyn region, about 2 km from the Polish border. Russia's defence ministry said it had struck railway infrastructure; two days earlier the ministry said Geran-4 drones had hit locomotives in the Dnipropetrovsk, Zaporizhzhia, Poltava, Mykolaiv and Odesa regions, describing the trains as military logistics, a characterisation the Institute for the Study of War said it could not verify.

The night of 16 to 17 September took a railway station and a diesel locomotive in the Mykolaiv region, the locomotive of a Kyiv to Mykolaiv passenger train, and an electric locomotive at Kovel. President Volodymyr Zelenskiy said Ukrainian Railways had warned people in time and that nearly 170 passengers were evacuated without injury. "Russian attacks on logistics and critical infrastructure continue unabated," he said. A warehouse in Kyiv's Sviatoshynskyi district caught fire when drone debris fell on it, injuring one person; the owner has not been identified.

More than 500 Ukrainian locomotives have been damaged or destroyed since the full-scale invasion and more than 250 of those in 2026 alone. Foreign minister Andrii Sybiha has appealed to Ukraine's partners for replacement 1,520mm-gauge locomotives and the money to buy them. "Ukraine's railway keeps the country moving," he said. Grain moves to the ports by rail, and a locomotive fleet being destroyed faster than it can be replaced is a slower and more permanent way of closing an export corridor than hitting a terminal.

The night of 16 to 17 September was one of the larger raids of the month and the shape of it matters. Russia launched 157 strike drones, more than half of them jet-powered, alongside ballistic, cruise and anti-ship missiles. Ukrainian air defence says it neutralised 131 aerial targets and recorded hits at 36 locations, with Kyiv, Zaporizhzhia and Odesa the principal targets and 18 people injured nationwide. The interception figure is a claim by a party to the conflict rather than a count, but the launch mix is the point: a year ago a jet-powered drone was a curiosity in these raids and it is now the majority of them.

Kyiv mayor Vitali Klitschko put the capital's injured at 16, two of them children and at least nine taken to hospital. In Odesa the city military administration reported six injured, two of them children, and damage to a 19-storey residential block.

Overnight into 17 September Russia sent drones and ballistic missiles at Kyiv and the surrounding region. The State Emergency Service reported damage to the facade and windows of a four-storey higher education building in Holosiivskyi district, a fire at a private property in Brovary district that destroyed a utility building, farm equipment, semi-trailers and a car, and damage to homes and commercial premises in Fastivskyi district. No energy, port, gas or logistics facility was named. Ukraine's air force had published no intercept total when this was written.

The one fuel-sector target on the Ukrainian side remains the filling station. More than 300 have been attacked in the current campaign and about 80% are back in operation; Kyiv has begun giving station operators access to military air-threat tracking so they can clear forecourts before a drone arrives. Both sides are now working through each other's civilian retail estate, and neither has run out of targets.

The grid took damage on both days that has not been itemised. Ukraine's energy ministry said shelling of energy infrastructure had cut power to consumers in the Volyn, Donetsk, Zaporizhzhia, Kharkiv and Kherson regions on 15 September, and that a drone attack on an energy facility in the Zaporizhzhia region injured two energy workers; on 16 September it named six regions, Donetsk, Zaporizhzhia, Sumy, Kharkiv, Kherson and Cherkasy. It named no facility and no operator on either day and gave no figure for customers or capacity lost. Ukrenergo said on the evening of 15 September that it expected no consumption restrictions the following day and had none planned, while still advising households to run heavy appliances between 11:00 and 15:00 and to hold back between 18:00 and 22:00, which is the profile of a system that is coping rather than one that is whole.

One Sumy region strike has now been quantified. A 36.6 MW generation facility hit on 14 September, which this monitor has carried for three editions with no state confirmation, was destroyed outright by a subsequent strike, taking with it about a quarter of the region's generating capacity. The operator has still not been named. The plant had already been hit repeatedly, including three times in one day.

The oddest target of the week was a working poultry farm in the Odesa region, hit on 15 September. The regional military administration said some of the birds died and that a roof carrying solar panels was damaged. Ports, grain terminals, ships, gas production, water, heating, supermarkets, distribution centres and the parcel networks had nothing in this period.

Weapons and technology: the jet drone overtakes the propeller

Ukraine's Defence Intelligence says that in August 2026 Russia built about 3,000 jet-powered Geran-4 and Geran-5 drones a month against about 2,800 of the piston-engined Geran-2, the first month the jet type has out-produced the baseline. The jets fly faster and higher and are harder for mobile fire groups to catch, which is why they are now turning up against locomotives rather than city blocks.

The engines are the constraint and they are Chinese. "They're completely dependent on supplies of these engines from China, and they're expensive - each one costs about 35,000-40,000 dollars," said Major General Vadym Skibitsky, deputy head of the intelligence directorate. At that price the engine alone costs more than the entire airframe of the drone it replaces, and it makes the jet Geran a weapon whose supply runs through a third country's export controls.

The labour is North Korean, and that is new on the record. A report by the Multilateral Sanctions Monitoring Team, the 11-nation body that took over from the UN panel Russia vetoed out of existence in 2024, was released on 16 September and put between 35,600 and 101,280 North Korean workers still deployed abroad, of whom 15,000 to 30,000 were in Russia at the end of 2025. They earned an average of $7,500 a year and Pyongyang confiscates 80% to 90% of it, which the report values at $450mn to $800mn for the regime in 2025. Russia created a student visa scheme to disguise the workers as students.

The news agency Bloomberg reported that up to 25,000 of them are believed to be working in Russia's drone industry, including at Alabuga. That figure is not in the parts of the report that could be read directly and is carried here as the agency's reporting of it. Taken with the engines, it describes an assembly line whose two scarcest inputs, propulsion and labour, both arrive from states under sanction, which is a supply chain with two points of failure rather than none.

Satellite imagery dated 13 September, published with coordinates by the Ukrainian geospatial analyst Dnipro Osint, shows at least five newly completed production halls in the southern section of the Alabuga special economic zone, with construction continuing. Ukrainian military intelligence puts the accumulated reserve at more than 6,000 Geran-type drones. Alabuga has been a Ukrainian target since 2024 and it is still growing.

The jets are also being helped along the way. Andriy Demchenko, spokesman for Ukraine's State Border Guard Service, says Belarus has switched its relay transmitters back on, boosting the control signal for Shahed and Gerbera drones so they can hug the Belarusian border until they are deep enough to turn into western Ukraine. He says the relays enabled the strike on the Yahodyn crossing. Zelenskiy demanded in June that Lukashenko turn them off, said he would do it himself if not, and declared them off within the week. This is a Ukrainian state agency describing a third country's conduct and nobody has verified it independently, but if it holds it puts a Nato border state's neighbour inside the kill chain.

A separate figure should not be merged with the production number: Ukraine's air force puts jet-powered drones actually fielded at about 2,800 in August, 1,500 in July and 350 in June. One count is what Russia builds and the other is what it launches, and the gap between them is the reserve.

On the Ukrainian side nothing new was demonstrated in this period. The Flamingo strike on the Volgogradpromproekt chemicals plant on 11 September was announced by Fire Point, which makes the missile and is therefore an interested party describing the effect of its own weapon; the Volgograd governor confirmed only that debris fell on an industrial site. Nothing surfaced on interception rates, electronic warfare, fibre-optic control or autonomous targeting between 12 and 17 September, and there was no verified first combat use of Ruta, Peklo, Banderol or Oreshnik.

Arson and sabotage in the EU: three incidents, one attribution

Italian Air Force jets flying Nato Baltic Air Policing out of Siauliai shot down a drone over Lithuania on 15 September, after it had been in Lithuanian airspace for about 30 minutes near Pratkunai, west of Vilnius. President Gitanas Nauseda said it was a Gerbera-type drone that entered from Belarus and was "likely intended for an attack on Ukraine", which is a statement that it was off course rather than that Lithuania was the target. The air force commander said it was "likely" carrying explosives and the defence minister said the payload was neutralised. Nato officials said the source needed further investigation. No government has formally attributed an attack.

The Dutch rail network was sabotaged the same day at more than 30 locations, with steel pipes up to 2 m long laid across rails to trip the safety systems, causing disruption north of Utrecht through the morning rush and a collision at Steenwijk in which nobody was reported hurt. ProRail said materials had been "intentionally put there" and the AIVD is working with police. Nobody has attributed it to Russia or to any state. Dutch reporting points instead at a domestic farming protest over nitrogen policy, on the strength of hay-bale fires set on three motorways the same morning. A deliberate act is established; a perpetrator is not.

The one formal state attribution of the week came from Washington rather than a European capital. An indictment unsealed in federal court in Manhattan on 16 September names five men, among them a man described as a former Russian intelligence colonel and a suspected FSB officer, and alleges murder-for-hire plots against Russian dissidents in the United States and Lithuania alongside sabotage including arson of infrastructure against European Nato allies. These are allegations in a charging document. All five are at large, nothing has been proven, and no prosecutor has tied them to any individual incident in the table below.

A European strand of the same kind of case is further along. Prosecutors allege that a Cuban national working as a dance teacher recruited Latin Americans from Russia to carry out GRU-linked arson and sabotage in four EU countries, among them Lithuania, Poland and the Czech Republic. The resemblance to the Manhattan indictment is obvious, since both involve Cuban recruits and a Russian intelligence hand, but no prosecutor on either side of the Atlantic has said the two are the same network, and a resemblance is not a link.

The distinction matters because the table fills up faster than the evidence does. Two Bulgarian nationals arrested over incendiary devices thrown at a construction site near the Rohde & Schwarz headquarters in Munich on 3 September are still only that: arrested men whose nationality is known. A suspect's passport is not an attribution.

The exchange rate of the two campaigns

Ukraine has now put a price on its half of the exchange. Economy minister Oleksandr Kravchenko puts damage to infrastructure and fixed assets from Russian air strikes at close to $10bn this year, and the broader cost of the attacks and the effective blockade of the ports at about 1.5 percentage points of GDP, with about $40bn of export revenue at risk because of the blockade. Roksolana Pidlasa, who chairs the parliamentary budget committee, says domestic revenue came in $1.35bn short over the first eight months of the year, a quarter of that shortfall in August alone, against defence spending of about $42bn. The war costs about $190mn a day, against $140mn in 2024. The figures were reported by the news agency Reuters.

Foreign minister Andrii Sybiha calls the blockade deliberate. "The Black Sea blockade is part of his plan," he said of Putin, as strikes on ports and on vessels in Ukrainian waters choke off agricultural exports. That is a belligerent describing his adversary's intent and should be read as such, but the $40bn sits underneath it and does not depend on the motive being correctly guessed.

The two campaigns are not symmetrical and this week shows why. Ukraine is hitting a small number of very large plants whose output is measured nationally, and when one of them stops the effect turns up at filling stations 1,000 km away within days. Russia is hitting a very large number of small assets, locomotives, filling stations, warehouses and substations, whose loss is absorbed one at a time and shows up as a replacement bill rather than a shortage.

Zelenskiy has put a price on stopping. Russia should hand over a list of the energy facilities it wants protected, he says, and Kyiv will halt its attacks when Moscow halts all of its own against Ukrainian energy. He added the condition that matters: Russian oil and gas exports must be treated as the equivalent of Ukraine's electricity and gas supply. That is a demand that Russia's refineries and export terminals be valued the way Ukraine's power stations are, and it is why no truce has been signed.

Both approaches work, on different timescales. Russia's 500 destroyed locomotives will constrain Ukraine's grain exports for years because the replacements are a specialist gauge nobody has in stock. Ukraine's three halted diesel refineries constrain Russia this month, and Russia can restart them if the drones stop coming. The side that can sustain its rate of fire for longer wins the exchange, and on the evidence of Alabuga's new halls and a jet drone whose engines come from China, neither side is planning to stop.
