Missile War Monitor: Russian ballistic missiles hit Kyiv's CHP-4; Air Force says it downed only four of 39

Russia fired 39 ballistic-trajectory missiles and 128 drones at Ukraine overnight, mostly at Kyiv, its region and Kharkiv, and only four missiles were downed, Ukraine's Air Force said.
The Air Force listed the missiles as Iskander-M, KN-23, S-400, Zircon and Onyx types launched from the Kursk, Bryansk, Voronezh and Rostov regions from 18:00 on October 13, with a large number aimed at energy facilities, Suspilne reported. It said 115 of the drones, 59 of them jet-powered, were shot down or suppressed, that hits were recorded at 22 locations and debris fell at eight, and that some missiles did not reach their targets.
In Kyiv, the death toll from the evening strike on a nine-storey apartment block in the Desnianskyi district rose to two, with 21 injured, including an eight-year-old child, 16 of them in hospital and four in critical condition, Mayor Vitali Klitschko said, LIGA.net reported. The block was hit at about 22:40 on October 13, and presidential adviser Dmytro Lytvyn said there had been no warning before the attack, NV reported. A second wave early on October 14 hit energy facilities in the capital and the surrounding region, killing one person in the Holosiivskyi district and injuring one in the Darnytskyi district, Klitschko said.
Zelenskiy said after the evening strike that the main target was energy infrastructure, specifically the CHP-4 combined heat and power plant, one of Kyiv's key energy facilities, and that "unfortunately, it was hit", in a post on X. He said Ukraine's systems detected the missiles only when they were "virtually on approach to Kyiv", that there was "once again, no early warning from our partners", and that Ukraine's intelligence expected further ballistic launches. He gave no damage assessment. Energy company DTEK imposed emergency power cuts in the Darnytskyi, Dniprovskyi, Pecherskyi and Solomianskyi districts and parts of Holosiivskyi and suspended its rotation schedules there, LIGA.net reported.
On the Russian side, the defence ministry claimed 902 Ukrainian drones destroyed between 20:00 on October 13 and 08:00 on October 14 Moscow time over 20 areas, including the Moscow region and Crimea, and over the Sea of Azov, without regional figures, News.ru reported. Moscow Mayor Sergei Sobyanin said 493 drones headed for the Moscow region over the night, up from 417 a night earlier, and that 180 were destroyed approaching the capital between 20:30 and 07:00, Fontanka reported. The two windows differ and the figures are not comparable.
The Moscow wave came as Ukraine held off strikes on Russian refineries for a second day after President Donald Trump announced an "energy ceasefire" on October 11, The Moscow Times reported. President Volodymyr Zelenskiy said Ukraine had not hit Russian refineries or the energy sector for two days and that Russia "did not heed the American President".
Washington is reported to be offering nothing in return. At talks in Miami on October 9, US envoys Steve Witkoff and Jared Kushner told Ukrainian representatives that the US would give nothing for a halt to the refinery strikes, saying it was already "doing a lot for Ukraine" and pointing to US intelligence help, according to a New York Times report carried by TASS. The US has pressed Kyiv on intelligence sharing over the strikes.
"Unfortunately, there was no warning from our partners regarding this strike," Zelenskiy said on October 13 of the ballistic missiles that hit Kyiv on the evening of October 12, Ukrinform reported. Foreign Minister Andrii Sybiha said the same day that Ukraine was "continuing this cooperation" on US intelligence, Ukrinform reported. Neither Kyiv nor Washington has said why no launch warning came.
The Air Force put the October 12 strike at five Iskander-M or S-400 ballistic missiles launched from Russia's Bryansk region, Ukrainska Pravda reported, against the "approximately six" reported overnight by the Kyiv Post and knews.media. The two counts have not been reconciled.
Refinery strikes
Nationwide: no Ukrainian strike on a Russian refinery was reported for October 13 or the night of October 13-14 at the time of writing, and Russia's defence ministry named no facility in its overnight claim. Ukraine's defence ministry says it hit 12 large Russian refineries in September, Euromaidan Press reported. Plants reported halted or cut so far in October account for about 14.8mn tonnes a year, or 5% of Russia's 327mn tonnes nameplate capacity, by IntelliNews' refinery ledger, and up to 162.9mn tonnes, or 50%, if halts reported earlier still hold. Deputy Prime Minister Alexander Novak put capacity under repair at about 10% in early September.
Moscow: no restart of the Kapotnya refinery had been announced by the company or officials at the time of writing, after a monitoring channel claimed on October 12 that the plant was being prepared to resume full operation.
Metal plants hit
Ukraine: no strike on a named steel, iron ore, coke, ferroalloy, pipe or non-ferrous plant was reported for October 13 or the night of October 13-14 at the time of writing. The industrial facilities set on fire in the Khmelnytskyi region on the evening of October 13 have not been identified.
Oil depots, factories and military targets in Russia
Moscow: Vnukovo airport stopped arrivals and departures during the night, MSK1 reported. A partial evacuation of Vnukovo's Terminal A at 23:10 was a false alarm set off by steam from cleaning a grill at a food outlet and no fire was recorded, RIA Novosti reported, citing the airport. The previous night's attack had delayed or cancelled about 150 flights at four Moscow airports, about 100 of them at Vnukovo, The Moscow Times reported, citing a Telegram channel. Aviation regulator Rosaviatsia lifted the restrictions at Vnukovo, Domodedovo, Sheremetyevo and Zhukovsky on the morning of October 14, Interfax reported.
Rostov region: more than 160 drones were destroyed or suppressed overnight over Kamensk-Shakhtinsky and eight districts, Governor Yuri Slyusar said, adding that information on casualties and damage was being clarified, Interfax reported.
Voronezh region: Governor Alexander Gusev said 32 drones were destroyed over two city districts and nine rural districts, with no injuries or destruction according to preliminary information, Rambler reported. The FSB said on October 13 it had detained a Russian woman suspected of preparing, on the orders of Ukraine's SBU, a drone attack on the Baltimor military airfield in Voronezh, and that she had collected nine drones each carrying 500 grams of explosives, TASS reported. FSB CLAIM ONLY; NO UKRAINIAN COMMENT FOUND.
Kaluga region: Governor Vladislav Shapsha said 20 drones were destroyed overnight with no injuries or infrastructure damage, Life.ru reported. In an update on the previous night, he said 73 were shot down and that a school, two private houses and a car were damaged in the Mosalsky district, with no casualties, TASS reported.
Tula region: Governor Dmitry Milyayev said 11 more drones were destroyed, with no casualties or damage, AiF reported. The Moscow Times later put the Tula figure at nearly 40. THE TWO FIGURES ARE NOT RECONCILED; THE 11 MAY BE A PARTIAL UPDATE.
Stavropol region: air defences repelled a raid on the industrial zone of Nevinnomyssk for the second night running and there were no casualties or destruction according to operational data, Governor Vladimir Vladimirov said, AiF reported. The previous night drone debris had damaged the industrial zone, TASS reported; no plant has been named.
Belgorod region: two men were killed in Ukrainian drone attacks over 24 hours, the regional governor said, The Moscow Times reported on October 13.
Monitoring accounts on X claimed overnight that an oil depot in Valuyki was on fire after a Ukrainian drone attack, which would be the first Ukrainian strike on Russian energy infrastructure since the October 11 "energy ceasefire". NO OFFICIAL RUSSIAN OR UKRAINIAN CONFIRMATION AND NO MEDIA REPORT OF A FIRE AT VALUYKI WAS FOUND AT THE TIME OF WRITING; CLAIM ONLY.
Kursk region: Ukraine's General Staff said its forces struck a repair base for Iskander-M launchers and transport-loading vehicles near Kondrinka on October 12 or the night of October 12-13, Ukrainska Pravda reported. It also claimed a radar station near Shkryabino in the Bryansk region. GENERAL STAFF CLAIMS; NO RUSSIAN CONFIRMATION.
Occupied Luhansk: the General Staff said it hit a fuel and lubricants depot near Dovzhansk and an ammunition depot near Rubizhne in the same period.
Saratov region: one person was killed and several houses were damaged in Balakovo, Governor Roman Busargin said, Interfax reported; he later said the person killed was a woman, AiF reported. Monitoring channels claimed hits on the MZ Balakovo steel plant and on a Sberbank data centre under construction in the town, and NASA FIRMS satellite data reportedly showed several fires in the industrial zone, The Moscow Times reported. Busargin later said all infrastructure in Balakovo was working normally and did not mention either site. MONITORING-CHANNEL CLAIMS ONLY; NOT CONFIRMED BY ANY RUSSIAN OFFICIAL OR BY UKRAINE'S MILITARY.
Occupied Kherson region: a drone hit a civilian car in Nova Kakhovka, seriously injuring a woman and a child, Russian-installed ombudsman Sergei Georgiev said, News.ru reported.
Nationwide: the defence ministry's claim of 902 drones for the night of October 13-14 overlaps the governors' figures above; they are not additive. It said 70 drones were destroyed between 08:00 and 20:00 Moscow time on October 13 over the Belgorod, Bryansk, Kaluga, Tula and Moscow regions and Crimea, EADaily reported, and its daily summary on October 13 claimed 883 fixed-wing drones over the previous 24 hours, a window that overlaps the 604 it reported for the night of October 12-13, TASS reported.
The cost of the drone campaign is reaching insurers. Warehouse insurance rates in Russia rose almost sevenfold in the third quarter from the second, to 2% of property value, and 13 to 20 times year on year, Vedomosti reported, citing a study by Polis.online and the closed-end fund Rental Pro. The newspaper said the risk of drone attacks was the main driver and that the jump came at the start of the quarter after a series of attacks on warehouses. Rates for class A dry warehouses in St Petersburg and the Leningrad region rose more than 30 times, and broker Mains put full cover for a warehouse holding RUB10bn of stock at up to RUB500mn.
Ukraine under fire
Nationwide: for the night of October 12-13 the Air Force said Russia launched five Iskander-M or S-400 ballistic missiles, nine Banderol or Dan-T drone missiles and 108 Shahed and Gerbera attack drones, 74 of them jet-powered, and that 88 drones, including 58 jet-powered, were destroyed or jammed, with hits at 17 locations and debris at seven, Ukrainska Pravda reported. Ukrenergo applied hourly outages of 0.5 to two groups in some regions and power limits for industry on October 13 because of Russian strikes, UNN reported. For October 14 Ukrenergo again scheduled hourly outages of 0.5 to two groups for households and power limits for industry in part of the regions from 06:00, blaming Russian attacks, Glavcom reported. Kyiv residents interviewed by the Kyiv Post described power cuts of up to five hours at a stretch and "almost daily" in October, while people in Odesa, Mykolaiv and Ternopil said they had not yet seen major disruption.
Kharkiv: the death toll from the October 12 evening strike on an apartment building rose to four, Mayor Ihor Terekhov said on October 13, Interfax-Ukraine reported. Reports of the number injured range from 10 to 41. Russian attacks killed four people and injured 51 across the region over the previous day, regional governor Oleh Syniehubov said, Ukrinform reported. A drone hit the roof of a supermarket in the Shevchenkivskyi district on October 13, injuring two, Ukrinform reported. The Air Force warned of ballistic missiles launched at Kharkiv at 05:35 on October 14, and Terekhov said a jet-powered Shahed hit the Osnovianskyi district, with details still being clarified, Objectiv reported. A monitoring account on X claimed that at least six Iskander-M missiles hit the CHP-5 combined heat and power plant west of the city; NO OFFICIAL CONFIRMATION OF A NEW STRIKE ON CHP-5 WAS FOUND. In an update on the October 11 strike on CHP-5, Terekhov said on October 12 that "there was a hit there and there is destruction", Ukrinform reported.
Kyiv: the State Emergency Service put the overnight toll in the city at three killed, two in Desnianskyi and one in Holosiivskyi, where a non-residential building was hit, said the fire in the Desnianskyi block covered about 400 square metres and was put out, and reported fires at an unused building in Dniprovskyi and at a stadium in Darnytskyi, Kyiv.news reported. Earlier counts of the injured ran from four to 17 as the night went on. ALL FIGURES ARE OFFICIAL BUT ROSE THROUGH THE NIGHT; THE LATEST ARE PRINTED.
A drone also hit an office building at sixth-floor level in the Solomianskyi district on October 13, the city military administration said, Ukrinform reported. No casualties were reported.
Khmelnytskyi region: Russia launched a missile attack on the region on the evening of October 13 and "some missiles have been shot down", regional governor Serhiy Tyurin said, reporting fires at industrial facilities and no casualties, Ukrinform reported. The number of missiles was not given.
Khmelnytskyi: Russia attacked Epicentr K's logistics and distribution centre in the city 10 times with drones on October 13, causing five large fires and destroying about 85% of the goods inside, the retailer said, Suspilne reported. Nearly 30 drones over the site stopped firefighters putting out the blazes and no staff were hurt, Ukrinform reported. Epicentr said it was the last of its big logistics complexes still intact; its two largest, in Kyiv and the Kyiv region, had already been destroyed. Neither report links the Epicentr fires to the industrial fires the governor reported.
Dnipro: Russia attacked the city twice on October 13 and both attacks started fires, regional governor Oleksandr Hanzha said, Ukrinform reported. The target was not named.
Pavlohrad: a drone attack killed one person and injured two on October 13, Ukrinform reported.
Lviv region: a damaged drone crashed in the village of Malekhiv on October 13, damaging private houses and injuring three, regional governor Maksym Kozytskyi said, Ukrinform reported.
Lutsk: drone debris set the roof of a shopping mall on fire on the evening of October 13, Ukrinform reported. A Russian drone then hit a fuel depot in the city at about 02:00 on October 14, starting a fire on its grounds that rescuers put out at 04:38, city council secretary Andrii Razumovskyi said, DSnews reported. No casualties were reported.
Zaporizhzhia: an attack on a warehouse injured one person on October 13, Ukrinform reported.
Vinnytsia region: rail infrastructure was damaged on the evening of October 13, NV reported, without details.
Data centres, telecoms, media and R&D
Rivne: a Russian drone attack on Rivne State University of the Humanities on October 13 set fire to an academic building and injured 30 people, the State Emergency Service said, Ukrinform reported. Administrative staff were among the injured and students had taken shelter, Ukrinform reported. The emergency service described the site as the crash site of a Russian drone; whether it was a direct hit or debris has not been stated.
Kyiv: a pro-Russian channel on X claimed that the building hit by a drone in the Solomianskyi district at 17:10 on October 13 was a Miratech Group data centre and that a Geran-5 jet drone started a large fire there. Kyiv's military administration described the target as an office building and reported no casualties, Ukrinform reported. THE DATA-CENTRE IDENTIFICATION IS A PRO-RUSSIAN CLAIM, NOT CONFIRMED BY MIRATECH OR ANY OFFICIAL; NOT ROWED IN THE DATA CENTRES LEDGER.
Weapons and technology
Russia: Russia is using about 200 jet-powered drones a day, Air Force spokesman Yuriy Ihnat said on October 13, Ukrinform reported.
Ukraine's Air Force listed Millerovo in the Rostov region among the launch areas for the night's drones. OSINT analysts say Russia has built a launch site for jet-powered Geran-5 drones near Millerovo in about a month, with eight launcher positions and 32 drone-preparation positions on what was an empty field on September 1, according to Planet Labs imagery, Censor.NET reported. ANALYSTS' READING OF SATELLITE IMAGERY; NOT CONFIRMED BY ANY GOVERNMENT.
A Telegram channel, Operative Inform, claims Russia is developing a jet-powered Geran-6 drone in two versions carrying up to 300kg and 600kg, which would approach its target from high altitude on a ballistic-type trajectory, with prototypes possible from June 2027, ukrmedia.news reported. SINGLE TELEGRAM-CHANNEL CLAIM; NOT CONFIRMED BY UKRAINIAN MILITARY INTELLIGENCE OR ANY OFFICIAL SOURCE.
Ukraine: the AMK Mapping monitoring account said on October 13 that the first missiles in the October 12 strike on Kyiv were modified S-400 missiles of the RM-48U type, which Ukrainian radars have repeatedly failed to see until they fall, and that US intelligence had warned Ukraine's military intelligence agency, the GUR, of a possible ballistic strike on Kyiv within a 72-hour window. CLAIM FROM A MONITORING ACCOUNT, UNCORROBORATED; IT CONFLICTS WITH ZELENSKIY'S STATEMENT THAT PARTNERS GAVE NO WARNING OF THIS STRIKE. The Air Force's own description of the missiles as Iskander-M or S-400 types is on the record. The same account said on October 14 that six to eight RM-48U missiles were used against Kyiv overnight, aimed at CHP-4 and possibly the Darnytsia locomotive depot. CLAIM FROM A MONITORING ACCOUNT, UNCORROBORATED.
Europe: Lockheed Martin is weighing production of PAC-3 Patriot interceptors in Europe, possibly with Germany's Diehl Defence, which could also supply Ukraine, Defense News reported. "From a PAC-3 perspective, we're absolutely willing to talk to Ukraine," Lockheed vice-president Jason Reynolds said. US officials have not decided between PAC-2 and PAC-3 production.
Arson and sabotage in the EU and the UK
Poland: Polish ministers blamed Russian intelligence for the September 23 arson attack on the Starlink ground station at Wola Krobowska near Warsaw, operated by state-owned Exatel, after Poland announced on October 12 that two Turkish citizens had been detained in Germany on European arrest warrants. "We have no doubt that Russian services are behind this act of sabotage," Special Services Minister Tomasz Siemoniak said, Reuters reported. Interior Minister Marcin Kierwinski said the two would be charged with sabotage on the orders of a foreign intelligence service once transferred to Poland, and Prime Minister Donald Tusk called it another act of hybrid warfare. German police have since detained two more people, bringing the number held to four, Polish broadcaster RMF FM reported on October 13, citing anonymous sources, as IntelliNews reported. Moscow denies involvement in sabotage in Europe. THE ATTRIBUTION IS THE POLISH GOVERNMENT'S; NO ONE HAS YET BEEN CHARGED AND NO COURT HAS RULED.
Bulgaria: drones hit two more merchant ships in Bulgaria's Black Sea exclusive economic zone on October 13, The Sofia Globe reported. The Turkish-owned Azov Concorde sank about 17 nautical miles off Krapets, where one crew member was reported rescued at first and five in a later report, with the number missing unclear, and the Ukrainian-owned, Maltese-flagged Chelsea 3 was hit about 15 nautical miles off Byala, where all 15 crew, seven Ukrainians and eight Azerbaijanis, were rescued; five had minor injuries and one minor burns. Prime Minister Rumen Radev said "we do not have clear evidence to accuse any of the parties" but that "logic indicates that the result is in favour of the Russian Federation" He met Russian Ambassador Eleonora Mitrofanova on October 13; she said she had no information from Russia's defence ministry and did not rule out a provocation by a third party, The Sofia Globe reported. Ukraine's Foreign Minister Andrii Sybiha blamed Moscow. It follows the October 6 attack on two ships in the same zone, after which Bulgaria sent a navy frigate to the area.
Elsewhere: no new arson, sabotage or drone-incursion incident in the EU or the UK dated October 13-14 was found at the time of writing.
Tit for tat
Both sides escalated overnight while the refineries stayed off the target list. Russia fired 39 ballistic-trajectory missiles at Ukraine, many at energy facilities with Kyiv the main target, and destroyed most of the stock at Epicentr's last big logistics hub in Khmelnytskyi. Russia's defence ministry claimed 902 Ukrainian drones over the same night, and Moscow's count of drones heading for the capital region rose from 417 to 493.
No Ukrainian strike on a Russian refinery had been reported for a third night at the time of writing, but the terms around the pause are moving against Kyiv. Washington is reported to be offering nothing in return beyond the help it already gives, intelligence included, and for the second evening running ballistic missiles reached Kyiv with, a presidential adviser said, no warning.
The ledgers
The running ledgers are kept as six public spreadsheets at permanent addresses. The first three are non-exhaustive, every row is sourced, and where only one side has spoken the row says so. Defence ministry figures are recorded as claims, and in the sabotage ledger attribution is given exactly as the authorities state it and no further. The fourth tracks what has happened to Ukraine's steel, iron ore, coke, ferroalloy and non-ferrous plants since 2021, grouped by owner. The fifth tracks strikes on data centres, telecoms, media and research sites; the sixth tracks refinery strikes.
