Saudi Arabia launches real estate ownership system for non-Saudis

Saudi Arabia's Real Estate Ownership System for Non-Saudi Nationals entered into force, enabling foreigners to own property across the kingdom through a digital platform, the Real Estate General Authority announced.
Applications are processed through the "Saudi Properties" portal, covering residents in Saudi Arabia, non-residents, and non-Saudi companies and entities, in accordance with specific legal controls and procedures.
The application process varies by ownership category. Residents inside the kingdom apply directly through the portal using their Iqama number, with automated verification of eligibility requirements and electronic completion of procedures.
Non-residents begin the process by obtaining a digital identity through Saudi representations and embassies abroad before completing ownership applications through the portal.
Non-Saudi companies and entities without a presence in the kingdom wishing to own real estate must first register with the Ministry of Investment via the "Invest Saudi" platform and obtain a Unified Number before completing the ownership procedures electronically.
The system enables non-Saudi individuals, companies and entities to own real estate across different regions. It regulates ownership in Riyadh and Jeddah, as well as Makkah and Madinah, within a regulatory framework based on the Geographical Zones Document, which will be announced during the first quarter of 2026.
Ownership in the two holy cities is restricted to Saudi companies and Muslim individuals, whether residing inside or outside the kingdom.
The authority stated the system aims to improve the quality of real estate projects by attracting international developers and leading companies, stimulating growth across residential, commercial, industrial and tourism sectors.
The initiative will create employment opportunities for Saudi citizens in real estate activities associated with development and urban growth, thereby supporting the real estate sector's contribution to non-oil GDP.
