Romania has signed a framework agreement with Israel’s Rafael Advanced Defense Systems Ltd for the acquisition of SHORAD-VSHORAD air defence systems, the Ministry of National Defence (MApN) announced in a press release on July 21.

The deal, valued at RON10.33bn (€2bn) excluding VAT, is intended to strengthen Romania’s air defence capabilities over the next seven years. The SHORAD (Short Range Air Defence) and VSHORAD (Very Short Range Air Defence) systems are critical components in Romania’s broader efforts to modernise its military capabilities amid evolving regional security dynamics.

The acquisition will be managed through the Romanian national defence company CN Romtehnica SA and includes the delivery of six integrated SHORAD-VSHORAD systems, six standalone SHORAD systems, and six VSHORAD systems. The agreement also covers the supply of related ammunition, a training and education platform, a VSHORAD operator simulation evaluation system, and logistics support.

According to MApN, the first two VSHORAD systems are scheduled for delivery within three years from the signing of the first subsequent contract. The systems are designed to provide mobile and efficient protection against aerial threats such as drones, cruise missiles, and other low-altitude targets. The package is fully compatible with Nato-standard defence architectures.

“This procurement programme equips the Romanian Armed Forces with modern weapon systems that integrate mobility, efficiency, and Nato interoperability,” the ministry stated.

The contract follows a competitive restricted tender procedure launched in November 2023. The process included the publication of notices in the EU’s Official Journal and on Romania’s public procurement platform. The acquisition was pre-approved by the Romanian Parliament.

Following the conclusion of the selection process and the required standstill period, authorities signed the agreement with Rafael, one of Israel’s leading defence technology firms.
